For more than twenty years, the Soviet Union aimed an invisible microwave beam at the U.S. Embassy in Moscow, and the people inside were kept in the dark. Washington's secret response was Project Pandora, a Pentagon program that irradiated monkeys, drew blood from embassy staff under a false pretext, and planned to expose unwitting human subjects to find out whether microwaves could alter the human mind. Drawing on declassified documents, Steve Miller reconstructs the true story of the Moscow Signal, from Cold War espionage to Kremlin denials, and traces its unsettling echo in today's Havana Syndrome.
